"An Ordinance for the Relief of Insolvent Debtors within the Colony of Hongkong", and which I beg to submit for the gracious approval of Her Majesty the Queen.

This Ordinance was passed at the suggestion of Chief Justice Hulme, and

with the view of enabling him to discharge

certain functions connected with the Insolvent.
